MOHAMAD MNEIMNE

Managing Director

With over 15 years of experience in transaction, financial and economic advisory, Mohamad has established himself as the Project Finance and PPP authority in the region. In his role as a leading project advisor to government and private entities, he has overseen successful projects: navigating them from the business plan and strategy development stage all the way to the tendering and commercial or financial closure. His specific experience in PPP procurement methodologies has proven to be an invaluable tool in proactively recognizing problems and addressing them to ensure smooth run throughout the project lifecycle.

GARY GARNER

Director

Gary Garner is a commercial and financial advisor with more than three decades of experience in advisory across sectors, including business and project feasibility, financing, valuation and capital structuring. Gary gained most of his experience in Public-Private Partnerships and Private Finance Initiative during his career in Australia and the Middle East, as well as through his commercial practice in Australia, Europe, Africa and China. Until recently, Gary held the position of an Executive Vice President at the renowned Dubai Airports Corporation, in which role he further honed his corporate expertise. Gary’s specialty lies in market and commercial feasibility of investment and trade projects, with a special focus on developing risk-based investment strategies. In terms of transaction advisory experience, Gary Garner has also worked with governments on policy issues, concerned with corporatisation and privatisation programs, and has served as the leading advisor on private sector valuations, infrastructure and major large-scale real estate development projects.

Tulika Agrawal

Manager

Tulika is a leading expert in Project Finance and Structured Finance Advisory with over 12 years of experience in the financial sector. In her line of work, she has developed an intimate understanding of the complex Public-Private Partnerships landscape and successfully developed feasible solutions for road and social infrastructure. Additionally, she played a major role in supporting a plethora of funding project sectors, including thermal power, renewables, telecommunication and real estate. Tulika Agrawal brings forward unrivalled expertise in PF loan structuring and negotiation, in addition to years of practice in major international banks across multiple sectors. Demonstrating an exceptional knowledge in financial modelling, documentation and transaction advisory, she is an invaluable asset when it comes down to our clients’ success.

Dr. Pierre Al-Khoury

Board member and Subject matter Expert (Ph.D economics)

Senior academician (Currently Vice President for Development and Dean of the Faculty of Business and Insurance at the Lebanese German University) with 3 decades of experience in administrative functions, education management, research & development, business generation and management consultancy amongst others across diverse organizational domains like banking, finance, public sector, trade and consultancy. Multi-cultural with proven ability to work with people from different backgrounds and ethnic origins. Publisher of 40 scientific papers in international referred journals and 4 books with renowned international publishers. Publications primarily focus on Business, Economics and education management.

Sara Zeineddine

Manager (MSc in Economics & MPa)

Sara Zeineddine holds a master’s degree in Economic Policies from Saint-Joseph University and Master of Advanced Studies in Public Administration from the University of Quebec. She worked as an Economist within the Ministry of Finance and her tasks focused mainly on macro-modeling and Medium-term fiscal frameworks. Prior to that, she worked with the Ministry of Education and Higher Education for almost 8 years on project implementation, monitoring and evaluation and Education Economics.

Nasser Badra

Senior Consultant (MA in Economics)

Nasser Badra holds a master’s degree in Economics from the American University of Beirut. Nasser worked as an economist and research assistant for various international and local entities, some of which include the UNDP, UN ESCWA and the Lebanese Economic Association. Nasser is proficient in applied economics and has delivered numerous workshops for programs such as STATA and SPSS, making him excel in his data analysis skills. His other work consists of Economic Development integration consultancy provided to various local and international entities as well.

Mustapha Orfali

Consultant (BSc. in Economics)

Mustapha graduated with a bachelor’s degree in economics with a minor in business from the American University of Beirut (AUB). Currently Mustapha is working as a consultant for the Abu Dhabi Department of Economic Development and has developed and delivered multiple programs including but not limited to the Abu Dhabi Local Content Program and the Electric Tariff Incentive Program. During his time at college, Mustapha was part of establishing the UNICEF club at AUB after which he went on to join the Lebanese Economic Association (LEA) as a project manager. At LEA, Mustapha established himself as an economist and researcher by working on several topics for the public and the government including but not limited to : The impact of the Syrian refugees on the Lebanese economy and assessment of the policy response of the government, housing crisis and rental laws in Lebanon, decentralization, public financial literacy, entrepreneurship and youth employment and public policy review. Mustapha has shown flexibility in his skills, of which analysis being his key capability. Mustapha works well within teams, officials, partners and independently.
